He was born in the village of Da\u011fba\u015f\u0131 in Akli District. He continued his secondary and higher education abroad. In 1987, he graduated from Nancy II University, Faculty of Law, Economics and Business Administration, Department of Political Economy.<\/p>\n\n\n\n

Musa completed his master’s degree at the same university in 1988 and his doctorate between 2001 and 2008. Musa’s doctoral thesis was on \u201cSocial Rights and the Constitutionalization Process of the EU.\u201d<\/p>\n\n\n\n

Musa served as the Consul General in Kazan from January 8, 2004, to September 29, 2005. In 2005, Ismail Hakk\u0131 Musa was awarded the Medal of Honor during the events celebrating the 1000th anniversary of the founding of Kazan, the capital of the Republic of Tatarstan. Following his assignment in Kazan, he served as Consul General in Lyon from October 15, 2007 to September 12, 2009. After his assignment in Lyon, he became the Director of the Administrative and Financial Affairs Department at the Ministry of Foreign Affairs (September 15, 2009 \u2013 October 30, 2011). Musa began his first ambassadorial assignment in 2011 when he was appointed Ambassador to Brussels (November 1, 2011 \u2013 October 15, 2012). In 2012, he was appointed Deputy Undersecretary of the National Intelligence Organization (M\u0130T). Following the resignation of M\u0130T Undersecretary Hakan Fidan to run in the elections, he was appointed Acting Undersecretary of M\u0130T on February 10, 2015. He held this position until March 10, 2015. Musa served as Ambassador to Paris from 2016 until March 13, 2021.<\/p>\n\n\n\n

On March 4, 2023, with a decree signed by President Recep Tayyip Erdo\u011fan and published in the Official Gazette, Turkey’s Ambassador to Beijing, Abd\u00fclkadir Emin \u00d6nen, was recalled to the capital, and \u0130smail Hakk\u0131 Musa, Director General of Consular Affairs, was appointed to replace him. \u0130smail Hakk\u0131 Musa played a positive role in developing Turkish-Chinese relations during his tenure as ambassador to China and was well-liked in China. \u0130smail Hakk\u0131 Musa completed his term in March 2025 and handed over to Sel\u00e7uk \u00dcnal.<\/p>\n\n\n\n

He is married with two children and speaks French and English.<\/p>\n\n\n\n

According to the announcement made in the Official Gazette by presidential decree, \u201cIn accordance with Articles 2, 3, and 4 of Presidential Decree No. 3, Abdulkadir Emin \u00d6nen, Ambassador of the Republic of Turkey to the People’s Republic of China, has been recalled to the capital, and \u0130smail Hakk\u0131 Musa, Director General of Consular Affairs, has been appointed to the vacant position of Ambassador of the Republic of Turkey to the People’s Republic of China.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
