The first one is that any contract that their partners enter into will be governed under the laws of the US, which segues into the second one prohibiting any transactions with Russia, Iran, North Korea, Cuba, and China.<\/p>\n\n\n\n<p>It\u2019s for this reason that RT interpreted the abovementioned license in their tweet as the \u201cUS Ban[ning] Venezuelan Oil Producers From Doing Business With Russia &amp; China\u201d. That\u2019s reasonable since it was explained&nbsp;<a href=\"https:\/\/korybko.substack.com\/p\/the-trump-doctrine-is-shaped-by-elbridge\">here<\/a>&nbsp;that the Trump Doctrine is shaped by Elbridge Colby\u2019s \u201cStrategy of Denial\u201d, which in its simplest form, seeks to deny strategic resources to US rivals such as the previously described countries. This is especially the case as regards China, the US\u2019 systemic rival, but Trump earlier sent mixed signals.<\/p>\n\n\n\n<p>He recently&nbsp;<a href=\"https:\/\/archive.is\/Rs2jS\">welcomed<\/a>&nbsp;Chinese investment in Venezuela\u2019s energy industry, but in retrospect, that might have just been for the sake of managing the Sino-US rivalry amidst their ongoing trade talks. Trump wants a deal with Xi, which might become much more difficult for his counterpart to agree to if he openly declares his intent for the US to deny China continued access to Venezuela\u2019s strategic resources. It therefore makes sense for the US to quietly implement this policy through its new license instead.<\/p>\n\n\n\n<p>Even prior to its promulgation, Russian Foreign Minister Sergey Lavrov&nbsp;<a href=\"https:\/\/tass.com\/politics\/2082049\">complained<\/a>&nbsp;that \u201cour companies are being openly forced out of Venezuela\u201d, so this policy was already being informally implemented by Delcy Rodriguez\u2019s government under US pressure.&nbsp;<a href=\"https:\/\/korybko.substack.com\/p\/the-us-is-on-the-brink-of-subordinating\">Apart from Cuba<\/a>, none of the countries that the US\u2019 new license prohibits transactions with are dependent on Venezuelan energy, but cutting them out of this industry serves another purpose arguably even more strategic than denying them its resources.<\/p>\n\n\n\n<p>Trump boasted earlier this month that India agreed to stop purchasing Russian oil as part of the terms of its&nbsp;<a href=\"https:\/\/korybko.substack.com\/p\/the-indo-us-trade-deal-might-sharply\">trade deal<\/a>&nbsp;with the US and replace its imports with American and possibly Venezuelan oil instead. It was hitherto assessed prior to the US\u2019 new license that \u201c<a href=\"https:\/\/korybko.substack.com\/p\/india-is-expected-to-only-slowly\">India Is Expected To Only Slowly Reduce Its Import Of Russian Oil<\/a>\u201d in no small part due to the Venezuelan Ambassador to China&nbsp;<a href=\"https:\/\/www.cnbc.com\/2026\/02\/04\/venezuela-tells-china-oil-prices-us-seeks-to-reassure-investment-sanctions.html\">confirming<\/a>&nbsp;his country\u2019s interest in continuing exports to it and Trump welcoming Chinese investment in this industry.<\/p>\n\n\n\n<p>If RT\u2019s interpretation of the license is correct, and Lavrov believes so after&nbsp;<a href=\"https:\/\/www.globalbankingandfinance.com\/kremlin-russia-seek-clarification-us-venezuela-oil\/\">complaining<\/a>&nbsp;about the US\u2019 new prohibition on Venezuelan energy transactions with Russia during his latest appearance at the Duma, then India could purchase the&nbsp;<a href=\"https:\/\/oilprice.com\/Latest-Energy-News\/World-News\/Chinas-Imports-of-Venezuelan-Oil-Set-to-Crumble.html#:~:text=To%20compare%2C%20Venezuela%E2%80%99s%20exports%20of%20combined%20crude%20and%20fuel%20oil%20to%20China%20averaged%20about%20642%2C000%20bpd%20in%202025%2C%20as%20per%20internal%20documents%20of%20Venezuelan%20state%20oil%20firm%20PDVSA%20seen%20by%20Reuters.%C2%A0\">642,000 barrels per day of oil<\/a>&nbsp;(bpd) that China imported on average last year. That\u2019s more than half of the&nbsp;<a href=\"https:\/\/oilprice.com\/Energy\/Energy-General\/Why-Cutting-Russia-Out-of-Indias-Oil-Mix-Wont-Be-Easy.html#:~:text=By%20July%202023%2C%20the%20average%20daily%20volume%20of%20Russian%20crude%20going%20into%20India%20had%20soared%20to%201.97%20million%20barrels.%20In%20January%20this%20year%2C%20the%20average%20volume%20of%20Russian%20oil%20for%20India%20stood%20at%201.06%20million%20barrels%20daily%2C%20per%20Vortexa%E2%80%94two%20months%20after%20the%20sanctions%20against%20Rosneft%20and%20Lukoil%20went%20into%20effect.\">1 million bpd<\/a>&nbsp;that India imported from Russia last month, which could lead to a sharp reduction in the budgetary revenue that Russia expected to receive from such sales.<\/p>\n\n\n\n<p>The US is&nbsp;<a href=\"https:\/\/korybko.substack.com\/p\/russia-wont-punish-india-for-reducing\">actively monitoring<\/a>&nbsp;India\u2019s direct and indirect import of Russian oil per the condition under which it recently lifted last summer\u2019s punitive 25% tariff that was imposed because of these dealings.
