
The Chinese Government Scholarship Bilateral Program is based on cooperation and exchange agreements or understandings reached between the Chinese government and the governments and institutions of other countries. This scholarship program is called CSC-Type A.
Basic Information About the Scholarship Program
Accepting institution: Apply to your country’s institutions responsible for overseas education, such as the Ministry of Education or the Chinese Embassy.
Applicant: Outstanding international students applying to undergraduates, postgraduates, general, and senior academic programs at Shanghai University.
Majors under this scholarship program: No restrictions (Please see https://apply.shu.edu.cn/ for the list of fields of study). The CSC Type A scholarship is not applicable to undergraduate programs taught in English.

Scholarship Eligibility
Non-Chinese citizens with a valid passport and who are both mentally and physically healthy. The applicant must meet the academic qualifications and age requirements set by the program. ① Being under 25 years of age when applying to an undergraduate program, holding a high school diploma or equivalent, and being an academically outstanding student; ② For Master’s program applications, be under 35 years of age and have a Bachelor’s degree or equivalent, demonstrating academic excellence; ③ For Doctoral program applications, be under 40 years of age and have a Master’s degree or equivalent, demonstrating academic excellence; ④ For General Scholarship program applications, be under 45 years of age and hold a high school diploma (or higher); ⑤ For Senior Scholarship program applications, be under 50 years of age and hold a Master’s degree or be an Associate Professor (or higher); 3. Language proficiency and academic background must meet Shanghai University’s application requirements. (For details, please click the “阅读原文” link at the end of the article) 4. Not receiving other types of scholarships simultaneously.
Documents
Include a copy of the passport information page, notarized copy of the highest diploma, academic transcripts, language proficiency certificates, research plan, letters of recommendation, medical examination form for foreign nationals, criminal record certificate, awards, academic achievement certificates, etc. (For details, please click the “阅读原文” link at the end of the article.)
NOTES:
· Documents that are not in Chinese or English must be submitted with notarized or relevant institution-provided Chinese/English translations;
· Only scanned copies of the above documents are required for the application, and original documents are required for reference during registration.
· Uploaded supporting documents must be clear, original, and valid. Applicants are advised to use a professional device to scan the relevant documents. Applicants will be responsible for the consequences arising from incorrect, unclear, or unidentifiable uploaded documents.
Application Process
Step 1: Applicants must log in to the Shanghai University International Student Online Application website (https://apply.shu.edu.cn/) to submit their applications. After passing the application material review and online interview, applicants will receive a Preliminary Acceptance Notice from Shanghai University. The application process includes stages such as filling out personal information, uploading application materials, and taking the online test. Please closely monitor your application status within the system and check your emails regularly. Generally, applicants can receive feedback within 14 business days after submitting their application.

This Preliminary Acceptance Notice can be used to apply to the CSC Type A program but does not guarantee acceptance to Shanghai University. Final acceptance is subject to approval from your country’s overseas education authorities, the China Scholarship Council, Shanghai University, the relevant Faculty/School, and potential advisors.
Applicants to the CSC Type A program do not need to pay the Shanghai University international student application fee of 500 RMB.
Step 2: Apply to your country’s overseas education authorities for the CSC Type A scholarship opportunity.
Step 3: Log in to https://www.campuschina.org, select the study program type – Type A – and complete the online application.
Step 4: It will be reviewed by the China Scholarship Council (CSC) and Shanghai University. Step 5: The CSC will notify your country’s overseas education authorities of the acceptance results.
Candidates who are not accepted to the Chinese Government Scholarship may choose to apply to other scholarship programs or self-funded programs at Shanghai University.
Important Dates
Application Period: Generally, applications open in November 2025. Please contact the relevant authorities for the exact application deadline each year.
New student registration date: September 1, 2026 (The exact registration date will be announced on the official website: https://apply.shu.edu.cn/).
Other Important Information
Applicants for scholarships must submit their application documents in person directly to Shanghai University. Those who apply through agencies will not be eligible for scholarships.
Scholarship recipients must complete their registration and enrollment procedures in accordance with university regulations on time. Those who miss the deadline without receiving approval will not be eligible for scholarships.
Scholarship recipients must bring all original documents for registration. Providing false/misleading information or failing to provide the required supporting documents will result in their rejection.
Scholarship recipients are required to participate in an annual scholarship evaluation that assesses their academic and daily performance throughout the academic year. Those who fail will not be eligible for the scholarship the following year.
Scholarship recipients cannot, in principle, change departments, transfer to another university, or extend their studies. These topics will be explained by the Faculty of International Education at Shanghai University.
